McGowan Consultants (McGowan), is a leader in providing health screening tools to public and private agencies serving the needs of persons with Developmental Disabilities (DD) (or complex health care challenges). McGowan, in partnership with The dTech Group (DTECH), designed the Health Risk Screening/Assessment Tool (HRST) software in 1998 to increase the functionality of the "paper" version of this tool, which was designed to identify and track persons with potential life threatening health risks, who were moving to less restrictive community settings. The HRST is the first in a series of applications designed to increase the skills and productivity of direct care workers serving persons with disabilities due to age, accident or illness.

 

The HRST is designed for field managers in who cannot adequately assess client health due to shortages of qualified workers and cost constraints. For these managers, The HRST is an information system that provides dynamic, electronic health monitoring of clients. Unlike existing, in-house, static paper systems, the HRST provides an easily implemented, affordable, standardized way for managers to track, report, and act on health trends through time and across service delivery settings.

The HRST analyzes health indicators in 22 areas, captures relevant case notes, produces risk scores that identify the need for nursing intervention, and generates a set of training and service recommendations based on the needs of the individual. The risk score for a specific individual can be compared through time to identify health trends that left uncorrected could result in a loss of functional skills, acute health problems, costly hospitalizations, intensive nursing care, or death. Risk scores viewed across individuals identify agency patterns of care and needs for professional services and staff training.

SOFTWARE DEVELOPMENT

 

The dTech Group (DTECH) as the systems developer and systems integrator for client/server business systems. Established in 1976, they are uniquely positioned to address a wide-ranging set of issues across multiple computing environments. They have developed the HRST system in its initial stand-alone version, as well as, the latest client-server version. DTECH has developed a number of other applications in wide-ranging areas. In the medical field, they have developed a patient tracking and diagnosis system for a large Tulsa foundation that specializes in the field of Endocrinology, and particular Diabetes; and Reporting and Accounting Systems for both human and animal pathology labs. Other large projects include a Decision Support System for an international label manufacturer, a Revenue Management System for a large Brewer, an accounting and sales tracking system for a large jobber/distributor, an Oil and Gas Trading System that encompasses trading, marketing, distribution, and an accounting system for Oil and Gas marketing companies.

 

DTECH provides technical support, including network design, hardware sales and service, software installation services, and software customization and integration. HRST can be changed to suit unique needs and integrated with other applications to provide a seamless solution to the total health care problem.

PRICING and LICENSING

 

  1. DEMONo charge – Capabilities include adding up to ten (10) total, active HRST records. Viewing of scoring reports and limited management reports5 is provided. Printing of reports is not available.
  2. SINGLE-USER - $699.00 – Full functionality for the single user, except no importing and exporting HRST records is allowed. Printing of limited management reports5 is provided. This version is oriented towards an individual’s use, rather than an institutional, user.
  3. SINGLE-TIERED, SINGLE-USER (FLOPPY) - $5000.00 – Up to ten (10) single users’ licenses3 at (remote) locations with floppy exporting-only capabilities, limited reporting5, and full editing capabilities. Includes a single server user at a central location with floppy importing capabilities, limited management reporting, and no editing capabilities. Assumption being that DTECH will provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year4.
  4. SINGLE-TIERED, SINGLE-USER (ELECTRONIC) - $7500.00 – Up to ten (10) single users’ licenses3 at (remote) locations with electronic HRST record exporting-only capabilities, limited reporting5, and full editing capabilities. Includes a single server license at a central location with electronic importing capabilities, limited management reporting, and no editing capabilities. Assumption being that DTECH will provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year4.
  5. MULTI-TIERED, SINGLE-USER (FLOPPY) - $10,000.00 – Up to twenty-five (25) single users’ licenses3 at up to ten (10) remote locations with floppy HRST record exporting-only capabilities, limited reporting5, and full editing capabilities. With a central server license for each remote location, with floppy exporting capabilities only to a super server. A super server license at a central location with floppy importing capabilities only, limited management reporting, and no editing capabilities. Assumption being that DTECH will provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year.
  6. MULTI-TIERED, SINGLE-USER (ELECTRONIC) - $15,000.00 – Up to fifty (50) single users’ licenses3 at up to ten (10) remote locations with electronic HRST record exporting, limited reporting5, and full editing capabilities. With a central server at each remote location, with electronic exporting capabilities only to a super server, limited reporting, and no editing capabilities. A super server at a central location with electronic importing capabilities only, limited reporting, and no editing capabilities. Assumption being that DTECH will provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year.
  7. LOCAL AREA NETWORK (LAN) - $15,000.00 – Up to fifty (50) single users’ licenses3 at single location with network connection, full reporting5, and editing capabilities. Server license at same location with database only. DTECH can provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year.
  8. WIDE AREA NETWORK (WAN) – $25,000.00 – Up to one hundred (100) single users ‘ licenses3 at multiple locations with network connection, full reporting5, and editing capabilities. Server license at central location with database only. DTECH can provide redundant client record storage2 and enhanced reporting capabilities1 for a charge of $36.00 per client per year.
  9. UNLIMITED SINGLE USER LICENSES WITH DTECH STORAGE AND REPORTING – $36,000.00+ - With a five year minimum contract: unlimited users’ licenses3 with electronic HRST record exporting/uploading, full reporting5, and full editing capabilities will be provided. A minimum of 1000 unique HRST patient/client/social security numbers, or $36,000.00 per year is required, with an additional charge of $36.00 per patient over 1000. This is basically the SINGLE-TIERED, SINGLE-USER (ELECTRONIC) version using DTECH as the server.
  10. UNLIMITED SINGLE USER LICENSES WITH DTECH STORAGE AND REPORTING – $240,000.00+ - With a five year minimum contract: unlimited users’ licenses3 with electronic HRST record exporting/uploading, full reporting5, and full editing capabilities will be provided. A minimum of 10,000 unique HRST patient/client/social security numbers, or $240,000.00 per year is required, with an additional charge of $24.00 per patient over 10,000. This is basically the SINGLE-TIERED, SINGLE-USER (ELECTRONIC) version using DTECH as the server.

1 Enhanced reporting capabilities include statistical analyses and comparisons between users’ own records and those from other private and public facilities. These reports and records will be considered proprietary and anonymity will be maintained between agencies. Reports will be provided on a monthly and a quarterly basis, depending on function.

2 DTECH will provide automatic dial-up or Internet connection software to facilitate the downloading of any data. This function will inherently provide offsite, backup storage for client data.

 

3 A user's license is defined as a single version of HRST running on a single computer.

Limited Rights as to Use of the Software:

McGowan grants a non-exclusive, non-transferable license to:

(a) install and use the Software on a single personal computer in machine-readable form for the sole purpose of accessing the services provided;

(b) install the Software on another personal computer if necessitated by a failure of the first personal computer, so long as the Software is not used on more than a single personal computer; and

(c) maintain one backup copy of the Software for archival and recovery

purposes.

 

Additional users’ licenses can be added at the following costs:

 

1 to 10 users = $585.00 each

11 to 25 users = $395.00 each

26 to 50 users = $295.00 each

51 to 125 users = $195.00 each

Unlimited user license = $25,000.00

 

4 Storage and reporting of DTECH stored clients' records will be $36.00 per year per record, which is paid for, and based on, quarterly reports. A record for billing purposes is defined as a unique social security number. Many HRST records can exist for a given patient/client/social security number, but each unique patient/client/social security number will count as one. So it is very important to use only one social security number per patient/client, even though some may have multiple social security numbers. This ensures proper reporting and payments.

5 Reporting capabilities will be defined as such:

  1. The first tier will be the reporting that pertains to an individual user, as in the SINGLE-USER (#1 and #2) versions.
  2. The second tier will be reporting that pertains to an individual location, as in #3 through #6.
  3. The third tier reports will be where DTECH provides reports that pertain to multiple locations, as in #7 through #10.
  4. Exception reporting will be where DTECH provides reports that pertain to multiple locations for exceptional problems, such as invalid social security numbers, as in #7 through #10.
  5. Full Reporting will be defined by all three tiers of reporting, plus the exception reporting, as in #7 through #10.
